| | In 1991, a dedicated group of community-minded citizens drafted a very carefully thought-out and researched home rule charter. The proposed charter was submitted to the mayor and city commissioners on February 11, 1991, and then submitted to qualified voters of the City of Fredericksburg on May 4, 1991, for adoption. The City Commission adopted a resolution endorsing the proposed home rule charter, and voters passed the charter that May.
