The planning and zoning commission is composed of nine (9) members. The members must be resident citizens, taxpayers and qualified voters of the city, all of whom are appointed by the mayor subject to confirmation by the governing body, to serve until their successors are appointed. The mayor, city council, water and sewer superintendent, electrical superintendent, and street superintendent, shall be ex officio members.

 Each member appointed or reappointed shall serve for a full three (3) year term unless he or she resigns or is removed . Any member who fails to attend at least seventy-five percent (75%) of  regular meetings of the commission within any twelve (12) month period shall be removed from the commission, unless such failure to attend was the result of illness or other acceptable excuse, as determined by the city council. (Chapter 2, Section 2-113, Code of 1965)

The planning and zoning commission shall elect a chairman and vice-chairman from its members and shall have the power to employ such qualified persons as may be necessary for the proper conduct of the undertakings of the commission and to pay for such services and other necessary expenses provided that the cost thereof shall not exceed the amount appropriated by the governing body for the use of such commission. Such commission shall also have the power to make rules, regulations and by-laws for its own government, which shall conform as nearly as possible to those governing the city council and shall be subject to approval by such governing body. Such by-laws shall include, among other items, provision for:

  1. regular and special meetings, open to the public;
  2. records of its proceedings, to be open for inspection by the public;
  3. reports to the governing body and the public from time to time and annually; and
  4. public hearings on its recommendations. 

(Chapter 2, Section 2-114, Code of 1965)

In its capacity as zoning commission, the commission has the power and is its duty to hold public hearings and make recommendations to the city council on all requests or proposals for amending, changing or adding to the zoning ordinance. In performing its duties the commission shall have all the powers, duties and responsibilities prescribed by statutes of the State of Texas and the zoning ordinance of the City of Fredericksburg, Texas. (Chapter 2, Section 2-116, Code of 1965)

(a) To perform all functions related to the review and approval of subdivision plats which may be assigned to the planning commission by the statutes of the State of Texas and/or ordinances of the City of Fredericksburg.

(b) To prepare or cause to be prepared a comprehensive plan for the physical development of the city and its environs, including but not limited to:

  1. Land use.
  2. Thoroughfares and transportation by rail, water, air or highway.
  3. Parks and school sites.
  4. Public buildings.
  5. Housing and neighborhood improvement.
  6. Drainage.
  7. Utilities and services.
  8. Municipal expansion and annexation.
  9. Slum clearance and blighted areas.
  10. Parking and use of streets and alleys.

(c) To adopt with the approval of the city council, the comprehensive plan as a whole or as individual parts thereof and to be the custodian of the comprehensive plan and all parts thereof. The adoption of any portion of the comprehensive plan shall be by resolution carried by the affirmative votes of not less than a majority of the commission. Prior to initiating action of the adoption of any part of the comprehensive plan, the planning commission shall refer said plan to the city council for concurrence and comment. The city council may, by resolution, recommend the adoption as submitted with changes, of the comprehensive plan or any part thereof by the planning commission.

(d) To recommend and advise the city council on matters involving the physical improvement of the city including capital improvement programs, approval of subdivision plats and other changes or additions involving the physical arrangement of the city.

The above dates are scheduled Planning & Zoning Commission (P & Z) meeting dates and the second meeting of the month for the City Council. The complete application required date is the date a complete application (i.e. site plan, all pertinent information, and fee) is due to be submitted for the P & Z and City Council dates for that month. Any application submitted after the date shown in that month will be scheduled for the next monthly meeting dates. Subdivision Plats and Site Plans are scheduled for the Planning & Zoning Commission meetings only.
