Fredericksburg, Texas – Fredericksburg City Secretary Shelley Goodwin has resigned her position effective Wednesday, March 27, to accept the same position with the City of Rockport, Texas. The resignation has prompted a nationwide search for a replacement.
“In the wake of the resignation of Shelley, we acknowledge and celebrate the profound impact she has had on the City Secretary’s office and the entire City organization during her nearly six years in Fredericksburg,” City Manager Clinton Bailey said. “Her drive, ambition, progressive vision and unwavering dedication and commitment have left a lasting mark on our city. We are deeply grateful for her service and contributions."
Goodwin was recognized for her service during the City Council’s regularly scheduled meeting on Tuesday, March 19. She began her tenure with the City of Fredericksburg in 2018 and has modernized the City Secretary’s office, including introducing digital solutions to agenda and meeting minutes management and starting the Fredericksburg Citizens University Program.
During her time in Fredericksburg, Goodwin received the Texas Municipal Clerk’s Office Award of Excellence twice, was tabbed a Certified Municipal Clerk by the International Institute of Municipal Clerks and received the Texas Municipal Clerks Distinguished Service Award and President’s Choice Award. She serves on the Texas Municipal Clerks Executive Board.
"Over my time in Fredericksburg, I have enjoyed working with the people that make this a great place to live and work," Goodwin said. "I am proud of helping our city to transition over to a digital document management system and launching the Fredericksburg Citizens University Program, which helps introduce our residents to the hard work that city staff do on a daily basis. I am so thankful to have received great support from Fredericksburg's residents over the years. The town will always be a special place to me and my family."
The City Secretary is an officer of the City, appointed by the City Manager. It is a statutory position required by State Law and the City Charter. The position is tasked with connecting the public with the legislative process through attending and preparing official minutes of City Council meetings, serving as the City's Election Administrator, and acting as the Records Management Officer for the City.
“There are many qualified retired City Secretaries across the state who assist cities by filling interim roles in situations like ours,” Bailey said. “We are working diligently to find a person who can carry out the duties and responsibilities of the position in the interim and then permanently.”
