Fredericksburg, Texas – At its regular meeting on Tuesday, Feb. 17, the Fredericksburg City Council unanimously approved an agreement with the Pedernales Creative Arts Alliance (PCAA) to design and construct a Glockenspiel at Marktplatz, furthering ongoing efforts to enhance the historic public square and expand cultural amenities for residents and visitors.

The agreement outlines a comprehensive plan for the construction of a large clock tower structure—referred to as the Marktplatz Glockenspiel—on approximately 2,000 square feet of City‑owned parkland within Marktplatz near the northeast corner.  

Project Overview
Under the terms of the agreement, PCAA will design, engineer and construct the Glockenspiel in coordination with City review processes, including required approvals from the Historic Review Board and other City entities. The improvements will serve as a historically inspired addition to Marktplatz and will be donated to the City upon completion. 

Timeline & Construction Requirements
The agreement requires:

• Completion of construction on or before June 1, 2028.
• City approval of detailed plans prior to construction.
• PCAA to secure at least 80% of required funding before entering construction contracts.
• Compliance with staging, access, safety and permitting requirements directed by the City Manager.  

Funding Structure
The Glockenspiel project will be jointly funded by the PCAA, the City and the Market Square Redevelopment Commission (MSRC):

• $400,000: PCAA fundraising goal.
• $400,000: MSRC fundraising goal.
• $400,000: City contribution from the approved FY 2026 budget, to be placed into an escrow account within 60 days of the agreement’s effective date.
• All funds raised by June 30, 2026.  

City staff recommended approval, noting the project’s alignment with Marktplatz restoration goals and its potential to enhance tourism and cultural awareness. 
 

Donation and Long‑Term Management
Once completed:

• PCAA will donate the Glockenspiel to the City, including a two-year warranty period.
• The City will own, maintain and manage the structure.
• PCAA and MSRC may install donor recognition plaques or pavers with City Council approval. 

Next Steps
With Council approval, PCAA and project partners will begin the required design review process, finalize construction documents and advance fundraising efforts.
